Government Decision no. 574/2020 – National Digital Skills Program for large enterprise employees, funded under the Human Capital Operational Program 2014-2020

 

From 24.07.2020 it entered into force, the Government Decision no. 574/2020 on the approval of the National Digital Skills Program for employees in large enterprises, funded under the Human Capital Operational Program 2014-2020. The value of the National Digital Skills Program for employees in large enterprises allocated under the Human Capital Operational Program 2014-2020 is 48,440 thousand lei, the equivalent of 10,000,000 euros at the Inforeuro exchange rate in July 2020, of which the European Union contribution is 41,174 thousand lei, the equivalent of 8,500,000 euros at the Inforeuro exchange rate in July 2020, corresponding to an EU contribution of 85%, and the national contribution is 7,266 thousand lei, the equivalent of 1,500,000 euros at the Inforeuro exchange rate in July 2020, corresponding to a national contribution of 15%.

The National Digital Skills Program for large enteprise employees is implemented through projects funded by european funds by the Management Authority for the Human Capital Operational Program 2014-2020, according to the provisions of applicable national and European legislation and financing contracts concluded with beneficiaries of projects funded under the national program.

The duration of the implementation of the National Digital Skills Program for employees of large enterprises may not exceed 31 December 2023.

The large enterprises within the meaning of this normative act are considered those enterprises established as companies according to Law no. 31/1990, republished, with subsequent amendments and completions, private law entities with patrimonial purpose, which have a number of more than 250 employees and achieve a net annual turnover of over 50 million euros, equivalent in lei, or hold total assets exceeding the RON equivalent of 43 million euros, according to the latest approved financial statement. Total assets means fixed assets plus current assets plus prepaid expenses.

The eligible activities for projects that can be funded through the National Digital Skills Program for employees in large enterprises are:

a) the provision of training programs in the field of digital literacy and information and communication technology, hereinafter referred to as ICT: Level 2-4 qualification courses according to the National Qualifications Framework, short-term courses, specialization and improvement courses, courses targeting a single element of competence or courses completed with certificates recognized at employer level and / or with national / international recognition. Courses will be funded to support both the gaining of primary skills and the gaining of advanced ICT skills;

b) assessment and certification of professional skills in the field of digital literacy and ICT. This activity considers both the evaluation and certification of professional competencies obtained in other ways than the formal, respectively non-formal and / or informal, in accordance with the provisions of Government Ordinance no. 129/2000 on adult vocational training, republished, with subsequent amendments and completions, as well as the assessment and certification of professional skills in the IT field in order to obtain recognized certificates at enterprise level.

The eligible activities can be implemented exclusively in less developed regions: Center, South-East, South Muntenia, North-East, North-West, West, South-West Oltenia.

The eligible beneficiaries under the National Digital Skills Program for large enterprises employees, within the meaning of art. 3 para. (3) letter e) of the Government Emergency Ordinance no. 94/2020 on some measures for financing national programs from European funds, are employees who seek to improve the level of knowledge, skills and abilities or who seek certification / validation of skills especially in economic sectors / areas identified according to NCS (National Competitiveness Strategy) and NRDIS (National Research, Development and Innovation Strategy).

The beneficiaries of projects funded under the National Digital Skills Program for the large enterprises employees must meet the minimum administrative and financial capacity required to ensure project implementation, as set out in the Guidelines on access of funds under the Human Capital Operational Program 2014-2020, as subsequently amended and supplemented, and in the Applicant’s Guide – specific conditions “Digital skills for large enterprise employees”, with subsequent amendments.

The indicators for the execution of the program are at least 1,500 employees who benefit from training programs and at least 20 supported enterprises.

The result indicator of the program is of at least 1,200 persons who acquire a qualification / who have validated their competencies in the economic sectors / fields with intelligent specialization related to NCS / NRDIS at the end of the participant status.
